According to The Cradle, the plan, called the “7/10 Separation,” would see about 250,000 Palestinians leave Gaza in the first year, with the number of refugees rising to about 1.11 million within three years and 1.86 million within seven years.

Ben-Gwer has announced that the plan will be one of the main demands of the Jewish Power party in negotiations to join the future government of the Zionist regime, and that the party will make its implementation one of its conditions for entering the ruling coalition.

The plan was presented just a few weeks before the Knesset elections, while Ben-Gwer is trying to make the idea of ​​mass displacement of Palestinians from Gaza one of the main axes of his election campaign.

According to Ben-Gwer’s plan, a special ministry is to be established in the Zionist regime to implement the “voluntary migration” program; a ministry that will have a minister, director general, budget, international negotiating team, and an independent implementation mechanism.

The plan also foresees that the Israeli regime will allocate about $3.3 billion to launch the program in the first phase and create a framework for funding up to $16 billion.

The implementation of the second part of the plan will depend on the participation of other countries and agreements with the countries that are to accept the Palestinians.

Ben-Gweir also mentioned Turkey, Ethiopia, the Republic of Congo and several Arab countries as possible options for accepting Palestinians displaced from Gaza; however, none of these countries have agreed to accept Palestinians expelled from Gaza so far.

The idea of ​​​​massively displacing Palestinians from Gaza is not a new issue and has been raised repeatedly by Israeli and American officials since the first days of the war in October 2023.

A few days after Operation Al-Aqsa Storm on October 7, 2023, a document from the Israeli Ministry of Intelligence was leaked that proposed the forcible transfer of Palestinians from Gaza to camps in the Sinai Desert or other countries.

The document proposed widespread pressure and violence against Gaza in a way that would present the transfer of Palestinians from the area as a humanitarian measure to save their lives.

Since then, Israel’s war and attacks have destroyed much of Gaza’s infrastructure and homes and displaced hundreds of thousands of Palestinians. At least 800,000 Palestinians who lost their homes now live in tent camps and inadequate conditions in various parts of the Gaza Strip.

Ben-Gweir and other far-right figures in the Zionist regime are pursuing the displacement of Palestinians as part of their broader goal of annexing Gaza and establishing Zionist settlements in the area.

US President Donald Trump also proposed in February 2025 that Palestinians leave Gaza as part of his plan to rebuild the area and turn it into what he called the “Riviera of the Middle East.” Israeli Prime Minister Benjamin Netanyahu has also supported the idea of ​​the Palestinians leaving Gaza at various times.

Continuing this policy, Israeli Defense Minister Yisrael Katz announced on Wednesday that the regime's army is ready to evacuate Palestinians from Gaza "by any means" and is only waiting for the US green light.

Katz claimed that there is no "real solution" for Gaza without implementing the migration plan and said that the mechanism for transferring Palestinians is ready to do this by sea, air or any other means.

He also claimed that the countries that are supposed to accept Palestinian refugees from Gaza are waiting for Washington's approval and that Donald Trump has not abandoned the plan, but has stopped its implementation.
