Can a menstruating woman enter ihram at the Miqat?

Yes. Being menstruating does not prevent a woman from entering ihram.

Even if she is menstruating, a woman must make the intention at the Miqat, enter ihram, and recite the talbiyah. Ihram is not dependent on being free from menstruation.
