Is ghusl (ritual bath) required for ihram while menstruating?

Performing ghusl for ihram is recommended (mustahabb), not obligatory.

A menstruating woman may (and it is better if she does) perform ghusl for ihram, even if she is still menstruating. This ghusl is for cleanliness and spiritual readiness, not for ending menstruation.
